The age-old debate about the relation between science and society has, in the last two decades, materialized in novel forms at many universities. In this article, we follow the reconfiguration of relevance at one institute of higher education that aspires to become an impact-driven university. We employ a socio-technical instrumentation perspective to this institutional transformation so that we can follow how relevance is being enacted in terms of impact at different organizational levels. To grasp the links between organizational changes and (...) the conditions for academic practices, we analyze three policy instruments in-the-making and in-use: impact narratives as novel evaluation tool, the creation of impact profiles as part of human resource policy and new data infrastructures to monitor impact on the sustainable development goals. We investigate their problematizations and imaginaries through qualitative methods, namely document analysis and semi-structured interviews with researchers at various career levels and faculties at Erasmus University Rotterdam. Through the cases, we analyze how these new impact-oriented instruments open up or close down opportunities for academic practices. Our observations show that the reconfiguration of relevance as impact implies the advancement of a strategic approach to relevance and to academic work and institutions more generally. Ultimately, the site-specific case also includes bottom-up problematizations of impact that lead us to reflect on the limitations of a policy instrument approach and stress the importance of addressing the politics of the social relations of ‘relevant’ scientific work. This book discusses the relationship between the philosophy of science and philosophy of engineering, and demonstrates how philosophers of engineering design as well as design researchers can benefit from the conceptual toolkit that the philosophy of science has to offer. This paper adds to the philosophical literature on mechanistic explanation by elaborating two related explanatory functions of idealisation in mechanistic models. The first function involves explaining the presence of structural/organizational features of mechanisms by reference to their role as difference-makers for performance requirements. The second involves tracking counterfactual dependency relations between features of mechanisms and features of mechanistic explanandum phenomena. To make these functions salient, we relate our discussion to an exemplar from systems biological research on the mechanism for countering (...) heat shock—the heat shock response system—in Escherichia coli bacteria. This research also reinforces a more general lesson: ontic constraint accounts in the literature on mechanistic explanation provide insufficiently informative normative appraisals of mechanistic models. We close by outlining an alternative view on the explanatory norms governing mechanistic representation. (shrink)

In this paper we assess the explanatory role of idealizations in ‘design explanations’, a type of functional explanation used in biology. In design explanations, idealizations highlight which factors make a difference to phenomena to be explained: hypothetical, idealized, organisms are invoked to make salient which traits of extant organisms make a difference to organismal fitness. This result negates the view that idealizations serve only pragmatic benefits, and complements the view that idealizations highlight factors that do not make a difference. This (...) analysis in particular strengthens the perspective that idealizations are means to highlight difference making factors, and identifies a novel, more direct role for idealizations in doing so. In this paper I address the current debate on ontic versus epistemic conceptualizations of mechanistic explanation in the mechanisms literature. Illari recently argued that good explanations are subject to both ontic and epistemic constraints: they must describe mechanisms in the world (ontic aim) in such fashion that they provide understanding of their workings (epistemic aim). Elaborating upon Illari’s ‘integration’ account, I argue that causal role function discovery of mechanisms and their components is an epistemic prerequisite for achieving these two aims. (...) This analysis extends Illari’s account in important ways, putting more pressure on ontic readings of mechanistic explanation and providing an answer to the question how ontic and epistemic constraints on mechanistic explanation are related. I argue these point in terms of cases on memory research drawn from neuroscience and research on extinct neurogenetic mechanisms from early nervous systems biology. (shrink)

Current philosophical theorizing about technical functions is mainly focused on specifying conditions under which agents are justified in ascribing functions to technical artifacts. Yet, assessing the precise explanatory relevance of such function ascriptions is, by and large, a neglected topic in the philosophy of technical artifacts and technical functions. We assess the explanatory utility of ascriptions of technical functions in the following three explanation-seeking contexts: why was artifact x produced?, why does artifact x not have the expected capacity to ϕ?, (...) how does artifact x realize its capacity to ϕ? We argue that while function ascriptions serve a mere heuristic role in the first context, they have substantial explanatory leverage in the second and third context. In addition, we assess the relevance of function ascriptions in the context of engineering redesign. Here, function ascriptions also play a relevant role: they enable normative statements of the sort that component b functions better than component a. We unpack these claims by considering philosophical theories of technical functions, in particular the ICE theory, and engineering work on function ascription and explanation. We close the paper by relating our analysis to current debates on the explanatory power of mechanistic vis-à-vis functional explanations. (shrink)

At the beginning of the COVID-19 pandemic, high hopes were put on digital contact tracing, using mobile phone apps to record and immediately notify contacts when a user reports as infected. Such apps can now be downloaded in many countries, but as second waves of COVID-19 are raging, these apps are playing a less important role than anticipated. We argue that this is because most countries have opted for app configurations that cannot provide a means of rapidly informing users of (...) likely infections while avoiding too many false positive reports. Mathematical modelling suggests that differently configured apps have the potential to do this. These require, however, that some pseudonymised data be stored on a central server, which privacy advocates have cautioned against. We contend that their influential arguments are subject to two fallacies. First, they have tended to one-sidedly focus on the risks that centralised data storage entails for privacy, while paying insufficient attention to the fact that inefficient contact tracing involves ethical risks too. Second, while the envisioned system does entail risks of breaches, such risks are also present in decentralised systems, which have been falsely presented as ‘privacy preserving by design’. When these points are understood, it becomes clear that we must rethink our approach to digital contact tracing in our fight against COVID-19. There are no data in this work. (shrink)

At this stage of the COVID-19 pandemic, two policy aims are imperative: avoiding the need for a general lockdown of the population, with all its economic, social and health costs, and preventing the healthcare system from being overwhelmed by the unchecked spread of infection. Achieving these two aims requires the consideration of unpalatable measures. Julian Savulescu and James Cameron argue that mandatory isolation of the elderly is justified under these circumstances, as they are at increased risk of becoming severely ill (...) from COVID-19, and are thus likely to put disproportionate strain on limited healthcare resources. However, their arguments for this strategy are contingent on the lack of viable alternatives. We suggest that there is a possible alternative: a mandatory, centralised contact-tracing app. We argue that this strategy is ethically preferable to the selective isolation of the elderly, because it does not target members of a certain group, relying instead on the movements of each individual, and because it avoids the extended isolation of certain members of the society. Although this type of contact-tracing app has its drawbacks, we contend that this measure warrants serious consideration. (shrink)

We argue that one of the reasons for this is that most countries have opted for decentralised apps, which cannot provide a means of rapidly informing users (...) of likely infections while avoiding too many false positive reports. Centralised apps, in contrast, have the potential to do this. But policy making was influenced by public debates about the right app configuration, which have tended to focus heavily on privacy, and are driven by the assumption that decentralised apps are “privacy preserving by design”. We show that both types of apps are in fact vulnerable to privacy breaches, and, drawing on principles from safety engineering and risk analysis, compare the risks of centralised and decentralised systems along two dimensions, namely the probability of possible breaches and their severity. We conclude that a centralised app may in fact minimise overall ethical risk, and contend that we must reassess our approach to digital contact tracing, and should, more generally, be cautious about a myopic focus on privacy when conducting ethical assessments of data technologies. How could the initial, drastic decisions to implement “lockdowns” to control the spread of COVID-19 infections be justifiable, when they were made on the basis of such uncertain evidence? We defend the imposition of lockdowns in some countries by first, and focusing on the UK, looking at the evidence that undergirded the decision, second, arguing that this provided us with sufficient grounds to restrict liberty given the circumstances, and third, defending the use of poorly-empirically-constrained epidemiological models as tools that can (...) legitimately guide public policy. In this paper I apply the mechanistic account of explanation to engineering science. I discuss two ways in which this extension offers further development of the mechanistic view. First, functional individuation of mechanisms in engineering science proceeds by means of two distinct sub types of role function, behavior function and effect function, rather than role function simpliciter. Second, it offers refined assessment of the explanatory power of mechanistic explanations. It is argued that in the context of malfunction explanations of technical (...) systems, two key desiderata for mechanistic explanations, ‘completeness and specificity’ and ‘abstraction’, pull in opposite directions. I elaborate a novel explanatory desideratum to accommodate this explanatory context, dubbed ‘local specificity and global abstraction’, and further argue that it also holds for mechanistic explanations of malfunctions in the biological domain. The overall result is empirically-informed understanding of mechanistic explanation in engineering science, thus contributing to the ongoing project of understanding mechanistic explanation in novel or relatively unexplored domains. At first sight, classical architecture, with its continuous revivals and reworking of the forms of Greek and Roman building, would appear to offer a privileged field in which to apply Warburg's central notion of the survival of classical forms and his view of art history's unfolding as a process of remembrance. Yet Warburg himself did not write on architecture. The topic has also largely vanished from the pages of the Journal of the Warburg and Courtauld Institutes, though in the past (...) the journal has been the venue for influential publications on classical architecture. By comparing two Warburg circle publications from 1949 — Fritz Saxl and Rudolf Wittkower's British Art and the Mediterranean World and Wittkower's Architectural Principles in the Age of Humanism — this article shows that architectural history of this kind, developed in the context of the Warburg Institute, is connected not only to Aby Warburg's ideas on Nachleben der Antike and Mnemosyne, but also to the organization and holdings of the Warburg Institute Library. Working in the Warburg Library gives architectural historians the intellectual space to think about architecture in terms of design issues, but moreover as an actor shaping society and culture. This article concludes that Warburg's thought offers important, and thus far hardly explored, starting points for new investigations of the built classical heritage. (shrink)

This article examines the phrase ἐλθέτω ἡ βασιλεία σου in Matthew and Luke’s versions of the Lord’s Prayer in the light of Ewe-Ghanaian eschatological vision. Theoretically, it uses a combination of the historical–critical and indigenous Mother Tongue Biblical Hermeneutical approaches to explore the implication of βασιλεία for the Ewe-Ghanaian Christian. The article discusses the diversity in the interpretations of the text from the early church to the modern and postmodern periods in Christian history and argues that this diversity has occurred (...) as a result of the fluidity of the eschatological visions in the Judeo-Christian Scriptures and that the linear eschatological vision described by the church is inconsistent with the cyclical vision in Ewe cosmology. This dual eschatological vision creates a dilemma in the Ewe-Ghanaian Christian’s understanding of the eternal states. Finally, it is argued that to resolve this eschatological dilemma is to clearly define the place of Ewe eschatological vision in Christian eschatology and interpreting the former as replica of the latter. The parables of Jesus: Allegories or symbols of social transformation? This article reflects on a possible methodology that can be used to interpret the parables of Jesus preserved in the Synoptics (and the Gospel of Thomas). It is argued that the available versions of the parables of Jesus have already been allegorised, and that this should be taken into consideration when the extant versions of parables are interpreted as parables of the historical Jesus. The parables should also, as far as (...) possible, be interpreted against the social realia evoked by the parables. In this endeavour, Roman-Egypt inscriptions and papyri are in most cases the only sources available. The article concludes with a few examples, illustrating the possibilities of interpretation when the proposed methodology is applied. (shrink)

Many readings of the Parable of the Labourers in the vineyard want to treat the owner as representing God. Knowledge of actual agricultural practices relating to the management of vineyards suggest, on the contrary, that the details of the parable obstruct an easy identification of the owner with God, and that he displays unusual behaviour not only by paying all the labourers the same wage, but by his very intervention in the hiring process. The conclusion reached is that the parable (...) constructs the vineyard owner, typically one of the nouveau riche who lived in cities, not only as a ‘good employer’ but also, contrary to expectation, as a patron who intervened well beyond the strict norms of economic exchange. Our lives are increasingly intertwined with the digital realm, and with new technology, new ethical problems emerge. The academic field that addresses these problems—which we tentatively call ‘digital ethics’—can be an important intellectual resource for policy making and regulation. This is why it is important to understand how the new ethical challenges of a digital society are being met by academic research. We have undertaken a scientometric analysis to arrive at a better understanding of the nature, scope and dynamics of (...) the field of digital ethics. Our approach in this paper shows how the field of digital ethics is distributed over various academic disciplines. By first having experts select a collection of keywords central to digital ethics, we have generated a dataset of articles discussing these issues. This approach allows us to generate a scientometric visualisation of the field of digital ethics, without being constrained by any preconceived definitions of academic disciplines. We have first of all found that the number of publications pertaining to digital ethics is exponentially increasing. We furthermore established that whereas one may expect digital ethics to be a species of ethics, we in fact found that the various questions pertaining to digital ethics are predominantly being discussed in computer science, law and biomedical science. It is in these fields, more than in the independent field of ethics, that ethical discourse is being developed around concrete and often technical issues. Moreover, it appears that some important ethical values are very prominent in one field (e.g., autonomy in medical science), while being almost absent in others. We conclude that to get a thorough understanding of, and grip on, all the hard ethical questions of a digital society, ethicists, policy makers and legal scholars will need to familiarize themselves with the concrete and practical work that is being done across a range of different scientific fields to deal with these questions. In this paper we chart epistemological similarities between shared function talk in biology and the engineering sciences, focusing on the notions of biological advantage function and technical advantage function. We start by showing that biological advantage function ascriptions are common in biology and that technical advantage function ascriptions are common in engineering science. We then proceed to show that these ascriptions have a very similar structure and that their epistemic value also is similar: both biological advantage function and technical advantage (...) function ascriptions provide the means to answer what-would-happen-if questions. We develop and illustrate our claims with four case studies: two from biology, and two from engineering design research. Our results offer new insights into a relatively neglected issue in both philosophy of biology and technology, viz. assessing the explanatory and predictive utility of function ascriptions. (shrink)

What features will something have if it counts as an explanation? And will something count as an explanation if it has those features? In the second half of the 20th century, philosophers of science set for themselves the task of answering such questions, just as a priori conceptual analysis was generally falling out of favor. And as it did, most philosophers of science just moved on to more manageable questions about the varieties of explanation and discipline-specific scientific explanation. Often, such (...) shifts are sound strategies for problem-solving. But leaving fallow certain basic conceptual issues can also result in foundational debates. (shrink)

The Akan people of Ghana have concepts of ethnicity and social identity which are similar to those found in the Mediterranean world, which find expression in the issues addressed in the letter to the Hebrews. This similarity makes the reading of Hebrews in light of Akan ethnicity and social identity possible, giving one the expected meaning from the perspective of those concepts as within the original context of the audience. This article therefore discusses some theories on ethnicity and social identity (...) as well as the Akan people of Ghana and their concepts of ethnicity and social identity. It further explains the social context of the letter of Hebrews against which Hebrews is then read in light of Akan ethnicity and social identity. The focus of this reading is on how the ethnic identity of the readers presented in Hebrews enhances the social identity of the readers and provides the means by which the author’s appeal to his readers for their faithfulness to God becomes meaningful and urgent.
